Luo Ming, female, born in Sichuan Province in 1970, Member of the Communist Party of China, graduated from Chengdu University of Traditional Chinese Medicine

As Director of the TCM Diagnosis & Treatment Institute for Chronic and Intractable Diseases under China Traditional Chinese Medicine Big Data Center, Vice President of the International Clinic Cooperation Branch of Chengdu Anti-Cancer Association, Vice President of Wuhou District Clinic Association of Chengdu and Founder of Taiyuyuan Chronic Disease Platform, she has exerted far-reaching influence in the field of traditional Chinese medicine health management. Meanwhile, she also holds multiple positions including Committee Member of the Special Committee for the Protection of Traditional Ancient Techniques, Inheritor of Traditional Ancient Crafts and Skills, and Inheritor of Centennial Ancient Prescriptions under the 14th Five-Year Plan TCM Culture Promotion Project of the National Health Commission. She holds the qualifications of Senior Health Manager and Chronic Disease Psychological Counselor.

Grassroots Work Experience and Performance as People’s Congress Deputy

She has held posts in grassroots governments for multiple terms, rooted in the front line of grassroots work and established close and profound ties with the masses. During this period, she actively devoted herself to solving various livelihood problems, contributed numerous insights and efforts to the construction and governance of local grassroots communities, accumulated rich grassroots work experience, cultivated excellent communication and coordination skills with the public, and won deep trust and recognition from the masses.

She has been elected as a local People’s Congress Deputy for many times. Always bearing a strong sense of responsibility and mission, she earnestly performs the duties of a deputy. She takes pains to go deep into grassroots communities, listen carefully to the voices of the people, sort out various issues of widespread public concern, and actively offer suggestions for local development. She effectively promoted the whole process from formulation to implementation of many livelihood policies, and firmly safeguarded the vital interests of the general public.

She has been engaged in health management, clinical nutrition and cellular testing analysis for 21 years. With solid professional knowledge and rich practical experience, she has obtained national qualifications as Senior Health Manager and Chronic Disease Psychological Counselor, possessing comprehensive and all-round professional capacity for health management services, and becoming a remarkable professional talent highly recognized in the industry.

Serving as Vice President of Wuhou District TCM Clinic Association in Chengdu City, Sichuan Province, she actively participates in all work of the association, gives full play to her influence to promote extensive and in-depth exchanges and cooperation among local TCM clinics, commits herself to standardizing industrial management, and boosts the sound, orderly and vigorous development of the traditional Chinese medicine industry. Besides, as the person in charge and legal representative of Taiyuyuan TCM Clinic, she takes overall charge of the clinic’s operation and management. Leading her team by example with patients as the core, she provides high-quality and professional medical services, builds a good brand image for the clinic, and earns a high reputation in the industry.

罗鸣，女，1970 年生于四川，中共党员，毕业于成都中医药大学。

作为中国中医药大数据中心・慢性病疑难杂症中医诊疗机构主任、成都市抗癌协会国际诊所协作分会副会长、成都市武侯区诊所协会副会长以及太御元慢病平台创始人，在中医药健康管理领域有着深远影响，同时还身兼传统古法技术保护专项委员会委员、传统古技古法技艺传承人、国家卫生健康委“十四五”中医药文化弘扬工程百年古方・传承人等多重身份，且具备高级健康管理师、慢病心理咨询师资质。

基层工作经历与人大代表履职情况曾在基层政府履职多届，扎根基层一线，与群众建立起了紧密且深厚的联系。在此期间，积极投身各类民生问题的解决工作，为地方基层的建设与管理贡献诸多智慧与力量，积累了丰富的基层工作经验，锻炼出了出色的群众沟通协调能力，深受群众信赖与认可。
